What is the standard angle for building a staircase ?

I WANT IT TO ASCEND IN TWO SECTIONS AS TO REDUCE STEEPNESS; AND JUST WANTED TO KNOW IF THERE EXISTS A UNIVERSAL ANGLE FOR SAFE UPS AND DOWNS.
